Homes near water, shops near homes, gas stations on roads. The Mayor's projects boost nearby land — chase them or fund your own with Petition.

4Fight for it

Rivals contest hot parcels — bid $25K a point to tilt the dice. From round 4, takeovers open: clusters defend, overextended empires get run over. Or skip the dice and make them an offer.
